Transportation Commission to Focus on WSDOT Performance Review, Tolling Feasibility and Rail Studies

OLYMPIA – When the Washington State Transportation Commission meets in Olympia next week, members will discuss the results of the Department of Transportation’s first performance review with the Governor, implementation of a statewide tolling study, and work under way on a statewide rail study. Commission work teams will meet on Monday, September 19, to continue efforts toward developing the update of the Washington Transportation Plan (1 – 3 p.m.), and developing a work plan for the Rail Study (3 – 4:30 p.m.). The Commission’s regular monthly meeting begins at 9 a.m. on Tuesday, September 20 and reconvenes at 9 a.m. on Wednesday, September 21. All meetings are being held at the Transportation Building, 310 Maple Park Avenue SE, Olympia, and are open to the public.
On Tuesday, Washington State Department of Transportation (WSDOT) staff will talk with the Commission about the department’s first “Government, Management, Accountability and Performance” (GMAP) session with the Governor held in July. This is Governor Gregoire's management initiative focused on improving the results of state government and communicating performance to citizens in measurable terms. Also on Tuesday, the Commission kicks off its statewide tolling feasibility study. A consultant, Cambridge Systematics, Inc., will conduct the study with technical services provided by WSDOT. This agenda item will include a review of the purpose, objectives and outcomes of the study, as well as consideration of fairness and equity issues related to tolling. A preliminary report is due to the Legislature in January 2006. On Wednesday, Commissioners will hear from a variety of rail interest groups including shippers, government freight rail representatives, passenger rail organizations, and regional transportation planners. These representatives were invited to provide the Commission with their perspective on the state’s role in rail investments and what they would like to have included in the rail study.
