State Transportation Commission Considers Performance Measures, Tolls

OLYMPIA – Project delivery, performance measures, and tolls will
be among the topics of discussion when the State Transportation Commission
holds its monthly meeting next week in Olympia. The Commission’s
regular monthly meeting starts at 9 a.m., Tuesday, Feb. 14. On Wednesday,
Feb. 15, at 9 a.m., Commission workgroups will continue their progress
on the update of the 20-year Washington Transportation Plan and on
a statewide rail study. Both days’ meetings are open to the public
and will be held at the Transportation Building, 310 Maple Park Avenue
SE in Olympia.
On Tuesday, the Commission will review the latest “Measures,
Markers and Mileposts,” the Washington State Department of Transportation’s
(WSDOT) quarterly performance and delivery report. Also known as the
Gray Notebook due to its gray-colored cover, this report covers the
fourth quarter ending December 2005. This edition includes an annual
update on highway safety, pavement conditions, environmental programs,
and commute option programs. Also featured is the newly restructured
project delivery section reporting on WSDOT’s Pre-Existing Funding
Program, the 2003 “Nickel” Program, and the 2005 Transportation
Partnership Program, with an added executive summary.
Also on Tuesday, the Transportation Performance Audit Board (TPAB)
will discuss with the Commission the results and recommendations of
a performance measures and benchmarks study. The study examined the
performance benchmarks established in statute, as well as WSDOT’s
own benchmarks to determine how those link up and where adjustments
may be needed. The TPAB was created by the legislature in 2003 to conduct
performance reviews of state transportation agencies to help determine
whether state tax dollars are being used efficiently, effectively,
and whether the intended results are being achieved.
In addition, Commissioners will discuss with WSDOT staff the process
and steps required for setting and implementing tolls on the Tacoma
Narrows Bridge in time for the bridge opening in spring 2007. On a
related topic, WSDOT’s consultant, Frank Wilson & Associates,
Inc., will give a presentation of public attitudes toward electronic
devices for collecting tolls.
On Wednesday, the Commission’s work team for the Washington
Transportation Plan will continue refining their priorities for recommended
long-range transportation investments. The full Commission will consider
adopting a draft plan in April, which will then launch a public review
and comment period. Also, the Commission’s work team for a statewide
rail capacity and needs study will meet to develop an outreach plan
to key industry and business interests.
