The Washington State Transportation Commission is an independent agency for the state of Washington whose seven citizen members are appointed by the Governor and confirmed by the Senate. The Commission exercises important responsibilities in preparing the state’s transportation plan, serving as the state’s tolling authority in setting all highway and bridge tolls, setting state ferry fares, overseeing the public/private partnership program within the Department of Transportation, and working with the Governor and the state legislature, the Secretary of Transportation, and local and regional entities across the state in formulating transportation policy.

Salary: $62,000 – 80,000 (depending on qualifications)

Responsibilities:

Under the direction of the Executive Director, this position will be responsible for:

  • Formulation of Commission policy guidance and recommendations to be offered to the Governor and the Legislature on key issues areas including, but not limited to:
    • Long-term transportation planning.
    • Transportation finance.
    • Preserving, maintaining, and operating the statewide transportation system.
    • Transportation infrastructure needs in the context of the.
    • Best practices for adoption and use by transportation-related agencies and programs.
    • Transportation efficiencies that will improve transportation service delivery and/or coordination.
    • Improved planning and coordination among transportation agencies and providers.
    • Use of intelligent transportation systems and other technology based solutions.
  • Organizing various types of public forums and outreach efforts at the local, regional and state level aimed at gathering public input into the Commission’s work related to the development of transportation policy for the state.
  • Developing, drafting, and producing an annual report to the Legislature and the Governor that compiles information gathered at the various Commission meetings and outreach efforts, communicates what was heard, and provides meaningful recommendations aimed at shaping the state’s transportation policy and budget decisions.
  • Extensive policy research and analysis.
  • Supporting the development and organization of the Commission’s monthly meetings and local area meetings.
  • Supporting the update process related to the Washington Transportation Plan.
  • Responding to various constituent inquiries and questions.

The successful Candidate will have the following:

  • Bachelor’s degree, preferably in public administration, political science, planning, business administration, or related fields.
  • A minimum of three years of work experience, preferably in a field that required excellent written and oral communication skills, good presentation skills, strong analytical skills, facilitation and organizational skills, and report development and production skills.
  • Or a combination of relevant work experience and education.

Desired Qualifications:

  • Law degree or a Masters degree in public administration, political science, planning, business administration, or related fields.
  • Professional experience interacting with governmental entities and working with the Legislative and Executive branches of government.
  • Significant experience doing policy analysis, statutory reviews, and report development, drafting, and production.
  • Professional experience in the field of transportation planning and policy development.
  • Knowledge of the state Legislative process.
  • Knowledge of state and federal transportation funding and budget structures

Note: This position is exempt from state civil service.
