WSTC Approves and Releases State Rail Capacity and
Needs Study

OLYMPIA – The “State Rail Capacity and System Needs Study” is now available on the Washington State Transportation Commission’s Web site. The Commission approved the study at its December meeting and today sent the study to the legislature for review and possible action.

The study recommends six policies to facilitate the health of the state rail system. The study concluded that the state’s economic vitality requires a robust rail system. While the rail industry is expanding capacity, the improvements may not meet the needs of the rapidly growing demand. The study recommends that the state participate in rail system investments in partnership with the private sector to increase rail capacity.

In early 2005, the legislature charged the Commission to assess rail needs in the state; determine the state’s interest in the rail system, develop policies to govern the state’s participation in the rail system, and develop a plan for managing the rail lines, railcars, and service rights owned by the state.

The Washington State Transportation Commission is an independent state agency, and its seven citizen members are appointed by the Governor and confirmed by the Washington State Senate.
