State Transportation Commission Meets Dec. 11 and 12 in Olympia

OLYMPIA – The latest performance measures for the Washington State Department of Transportation (WSDOT), regional pricing activities, and tolling will be among the topics of discussion when the Washington State Transportation Commission meets next week in Olympia.

The meeting starts at 9 a.m., on both Tuesday, December 11 and Wednesday, December 12, and will be held in the Commission Board Room of the Transportation Building, 310 Maple Park Avenue SE, Olympia. The meeting is open to the public.

This month, the Transportation Commission welcomes its newest member, Philip Parker of Vancouver. Commissioner Parker has represented the Vancouver community on many boards, with a recent focus on workforce development and transportation issues. He was appointed by Governor Gregoire to replace retired Commissioner Ed Barnes, also from Vancouver.

On Tuesday, WSDOT staff will present to the Commission the latest “Measures, Markers and Mileposts,” the agency’s quarterly performance report, also known as the “Gray Notebook.” This edition for the quarter ending September 30, 2007, includes WSDOT’s annual congestion report and compares congestion data from 2004 to 2006 for 38 central Puget Sound commute routes. The congestion report also describes WSDOT’s efforts to address congestion by managing demand, operating efficiently, and strategically adding capacity to reduce bottlenecks and chokepoints. Agency staff will discuss other topics, including incident response, commute options, and project delivery.

Staff from WSDOT, Puget Sound Regional Council, and King County will provide an overview of efforts to ensure coordination between the various agencies’ transportation pricing initiatives that are being considered. They will discuss the programs and projects being investigated and specific areas where the agencies are integrating their technical work, policy approaches and communications.

On Wednesday, the Commission will review and discuss the toll rate adoption process and schedule for setting a toll rate on Tacoma Narrows Bridge for fiscal year 2009 (July 1, 2008 to June 30, 2009). Also on Wednesday, commissioners will be asked to approve a proposed toll range for the SR 167 HOT Lanes pilot project. The SR 167 HOT lanes project will test a new congestion management tool that allows solo drivers to pay an electronic toll to use the carpool lanes. This proposed toll range will be released for public review and input before it is finalized in February. The Transportation Commission has statutory authority for setting ferry fares and highway tolls. The Commission is required by law to set tolls for the Tacoma Narrows Bridge at a level adequate to pay back the bonds issued for construction, maintenance and operations of the bridge.
